Hydrostatic test intervals by extinguisher type: 5 years or 12?

The popular summary of extinguisher servicing runs "monthly, annual, six-year, twelve-year". It is right for the most common unit on the wall and wrong for several others, and the place it goes wrong is the pressure test.

The interval is a property of the cylinder

A hydrostatic test is a pressure test of the shell itself. How often it is owed depends on what is inside the cylinder and what the cylinder is made of, which is why the federal regulation sets it in a table rather than as a sentence. Table L-1 of 29 CFR 1910.157 splits portable extinguishers into a twelve-year group and a five-year group by type.

The twelve-year group

On a twelve-year test interval, per that table: stored-pressure dry chemical units with mild steel, brazed brass or aluminium shells; cartridge and cylinder-operated dry chemical units with mild steel shells; dry powder units with mild steel, brazed brass or aluminium shells; and halon 1211 and 1301 units.

This is the group most people are picturing when they say "twelve years", and it is the group the ordinary ABC unit on an office wall belongs to.

The five-year group

On a five-year test interval, per the same table: carbon dioxide units; stored-pressure water and antifreeze units; cartridge-operated water and antifreeze units; wetting agent units; aqueous film-forming foam units; loaded stream units; foam units; dry chemical units with stainless steel shells; and soda acid units.

Note what is in that list. Carbon dioxide units are common in kitchens, server rooms and labs. Water units are common in schools and warehouses. Stainless-steel dry chemical is the same agent as the twelve-year group in a different shell, and the shell is what moves it.

Where a single-number assumption goes wrong

A schedule that applies twelve years to everything will show a carbon dioxide unit as current for seven years after its pressure test was actually owed. Nothing on the wall announces the error, the tag still reads as a normal annual, and the gap only surfaces when someone reads the type off the nameplate and does the arithmetic.

This is why a schedule keyed to the individual asset beats a schedule keyed to the site. The type and the shell material are properties of the unit, and they do not change when the building changes hands or the service company does.

The internal examination is a different clock

The six-year internal maintenance is not the pressure test and is not on the same cycle. The federal section requires that dry chemical extinguishers which need a twelve-year hydrostatic test be emptied and put through the applicable maintenance procedures every six years.

Vendor summaries also report additional internal examination intervals for particular agents, including an annual examination for some stored-pressure units and a five-year examination for carbon dioxide and wet chemical units. Those reports were not confirmed against a primary source in the research behind this page, so this page does not state them as requirements. Confirm the internal-examination schedule for your agents against the edition of the standard your authority has adopted.

The date that is a retirement, not a test

A non-rechargeable extinguisher does not get a pressure test at all. California's own regulation at 19 CCR § 575.1 requires that non-rechargeable units be discharged and removed from service at a maximum of twelve years from the date of manufacture, and forbids recharging or hydrostatically testing them.

Twelve years therefore means two different things depending on the unit: a test on a rechargeable one, and the end of its service life on a disposable one. A schedule that cannot tell the two apart will book a test on a cylinder that should be going in the skip.

What to confirm before you schedule

Read the type and the shell material off the nameplate rather than assuming from the colour of the cylinder, take the manufacture date from the stamp rather than the tag, and check the interval against the edition your authority has adopted. Cadences vary by jurisdiction — verify with your AHJ.
